Conserving Coastal Lands

Coastal areas support the nation's largest and often fastest-growing population centers, yet before 2002, no federal program explicitly focused on conserving coastal lands. Congress answered this need in that year by establishing CELCP. In 2009, the program became a part of the Coastal Zone Management Act, with funding authorized for up to $60 million each year through the Omnibus Public Land Management Act of 2009.

CELCP Final Guidelines

The CELCP Final Guidelines document, published in 2003, defines eligibility, procedural, and programmatic requirements, including financial assistance criteria, eligible and ineligible uses of CELCP funds, and consistent and inconsistent conservation activities. The guidelines also outline the criteria and process for developing state coastal and estuarine land conservation plans, nominating projects for the national competitive process, and selecting final projects.

Funding History

NOAA began receiving funding for CELCP projects in 2002. In 2010, NOAA also began receiving funding for CELCP projects from the Environmental Protection Agency's Great Lakes Restoration Initiative. The last funding competition was held in fiscal year 2017.

CELCP Projects Funded from 2007 to 2017

Since fiscal year 2007, NOAA has managed an annual competitive process to select projects for funding according to amounts appropriated by Congress. NOAA also maintains a contingency list of projects in the event that a selected project cannot be completed or additional funds become available. The selected projects are listed below.
